Building a Healthier Future Together: DeTar Healthcare System Invests in Life-Changing Public Health Programs in Victoria County
6/16/2025
With a $5,000 contribution, DeTar Healthcare System is proud to support a slate of community-driven initiatives led by the Victoria County Public Health Department (VCPHD)—programs that are changing lives by tackling poverty, increasing food security, supporting mental wellness, and improving access to vital services for Victoria County residents.
These initiatives reflect a shared commitment to building a healthier, more resilient community—one where individuals are not just surviving but thriving. Through this partnership, DeTar is helping extend a safety net of support and opportunity to neighbors in need.
“Improving community health means addressing the conditions that impact health long before someone enters a hospital,” said Bernard Leger, CEO of DeTar Healthcare System. “The Victoria County Public Health Department’s programs are boots-on-the-ground solutions to real challenges in our region—from food insecurity and housing instability to lack of access to services. We’re proud to stand alongside them in this important work.”

Here’s how this contribution is making a difference across four key VCPHD programs:
- Getting Ahead in a Just-Getting-By World (GA)
Empowering families to break the cycle of poverty. This 16- to 20-week course equips participants with tools to gain financial stability and long-term self-sufficiency. More than 36 individuals have graduated from the program, with many reporting improved employment, housing, and financial confidence. DeTar’s support helps provide meals, educational supplies, and participation incentives that make this program possible.
- Staying Ahead (SA) & Bridges Out of Poverty – Victoria (BOoP-Victoria)
Sustained support to help people thrive, not just survive. These programs offer continued education, peer support, and community resources to graduates of the GA program. Quarterly events promote preventive healthcare and social connection. Funding will enhance program offerings and help establish BOoP-Victoria as an official 501(c)(3) nonprofit, strengthening its impact and sustainability.
- Community Resource Center at VCPHD
A one-stop shop for hope and help. The center helps individuals navigate medical and non-medical needs—from mental health services and housing aid to applying for Medicaid or SNAP benefits. In early 2025 alone, more than 65 clients received personalized support. Funds will be used to expand resource storage and provide educational materials to better serve clients.
- Community Garden @ VCPHD
This vibrant garden provides fresh produce to over 150 families and offers therapeutic gardening opportunities for mental wellness. With more than 40 volunteers involved, it’s a true community effort. DeTar’s contribution will help expand the garden with new beds, fruit trees, and a sustainable watering system.
“We’re grateful for DeTar Healthcare System’s continued investment in the health of our community,” said David Gonzales, Public Health Director for VCPHD. “These programs tackle the root causes of poor health and help people build a better life—not just for themselves, but for their families and neighborhoods in Victoria County.” Gonzales added, “These programs don’t just serve individuals—they strengthen the fabric of the entire Victoria County community. Whether you’re a business, nonprofit, or individual looking to make an impact, there are many ways to support and amplify this work. I invite you to join us and learn more at www.vcphd.org.”
He closed by saying, “Together, we can build a healthier, more hopeful future for everyone in Victoria County.”
